WordPress Skeleton Theme
If you are familiar with WordPress and editing Theme files then we have an ‘Accessible Skeleton’ Theme you can download at Badeyes Skeleton Theme (.zip file 250kb)
It has all accessibility built in and comes with a style switcher that allows for 2 different options, black text on a white background (default) and white text on a black background (high contrast). You can easily add more styles sheets or edit the current ones.
It is currently HTML 5 compliant.

Inclusive offers technical services of Web video captioning, description and other media transformation. They consult on information and communication issues, policy and practices for organizations. Inclusive also offers training sessions covering a wide range of accessibility topics, many of which are relevant to the AODA.
